Stranded Assets and Just Transitions

Global barriers to scaling-up capital include lower macroeconomic growth, infrastructure illiquidity, and the management of consequential stranded asset values on government and corporate balance sheets. This focus area tackles the latter through the development and testing of stabilization funds, securitization, and green bonds as a means to help governments manage the liabilities of stranded fossil generation assets, including the costs associated with jobs and communities left behind by low-carbon transitions.
